WIA Partner



As a partner under the Workforce Investment Act (WIA), [U.S. DOL website is temporarily unavailable during the reauthorization process] is and the provider of WIA Title I D Section 167 servicesto migrant and seasonal farmworkers (MSFW) in Illinois, the Illinois Migrant Council coordinates with Local Workforce Investment Boards to more effectively serve farmworkers in Illinois.

IMC is a partner with  Local Workforce Investment Boards in Illinois.

IMC's Executive Director, Eloy Salazar,  has been a member of the state's  Illinois Human Resource Investment Council / Illinois Workforce Investment Board. Information about the State Board may be found at www.ilworkforce.org by clicking on "IL Workforce Board" in the leftside menu.



IMC coordinates with the Illinois Employment and Training Centers (IETCs), which are Illinois' one stop centers.IMC activities with its one stop center partners include:
  • NEW starting July 1, 2003 - co-enrollment of NFJP farmworker participants in one stop center services;
  • information sharing about the local migrant and seasonal farmworker (MSFW) community and its employment training needs, including the role of WIA Title I D Section 167 to meet these needs, and about IMC's WIA167 relationship to One-Stop Centers/IETCs; 
  • orientation of One-Stop Center/IETC partners to WIA 167 MSFW eligibility requirements and to the range of WIA167  services available for eligible farmworkers at IMC; 
  • coordination of services delivery with One-Stop Centers/IETCs to provide farmworkers with access to WIA Title I B universal core services, and to WIA Title I D 167 core services;
  • formalizing a system for mutual referrals as appropriate for the IMC Region and the local One-Stop Centers/IETCs.


Universal Core Services

Illinois' farmworkers have access to universal core services available at IETCs. Core services at one stop centers may include: self-directed job search, use of employment resource centers, local labor market information, employment statistics, training provider and services provider information,  resume preparation assistance and referrals to services available through the one stop center's partners.

IMC offers farmworkers and non-farmworkers universal core services such as information and referrals to partners and programs.
